Purchase of agricultural land by non-agriculturist

Hello everyone,
Hope you are all doing well during this difficult time with the pandemic. Happened to see this news that the Karnataka government is amending the law to allow anyone to purchase agricultural land.

Is this by law already or just a proposal?

This is just a draft for now, it need to pass through assembly. This is very much needed law as builders are buying the land anyways by byepassing the rule . Common people intrested in agriculture are not able to buy any land and ending up in middle mans hand. Purchase of agriculture land only by farmers was introduced long time back in karnataka to protect agricultural lands from land grabing and builders.

Thank you for the response, Praveen. Indeed, there are many who really interested in farming, if not the traditional crops, there are viable options like permaculture or food forestry. Hope this gets materialized very soon!

As Praveen rightly expained its still in draft and most likely it will not materilsed anytime soon considering ongoing pandemic and Ex PM from karnatake is not happy with the Bill ... we need to wait for final version .. personal i support anyone who does agriculture . it does not matter what corp or long term plantation .. for sure when this law come in picture agriculte land price will shot up as we see in real estate now

Per my knowledge, as of now, even non-agriculturalist with a maximum Earning of Rs. 25Lakhs/Per Annum can purchase the Agricultural Land in Karnataka. The present amendment is to eliminate this cap of Rs. 25 Lakhs/Per Annum. As there are no such caps in any of our neighboring states like Tamilnadu, Andhrapradesh...etc to buy Agricultural land by anyone, also as India is looking for global opportunities to attract more and more manufacturing industries from China or elsewhere, this bill is very much essential to ensure availability of Land for multiple purposes and there are more chances this bill getting amended anytime, whomsoever, whether any X=PM or CM is not happy with it. Remember NICE Ring Road Project which took away 1000's of acres of agricultural land from farmers around Bengaluru city was signed by the same person who is showing his political unhappy now. The other party which is showing opposition added another 7000 acres or so to the NICE Express Highway project between Bengaluru-Mysore to make several Satellite Cities around that project, which never took off due to multiple disputes. So its all just political gimmicks. Its just a matter of time, we need to wait to pass this bill.

Very true. Unless this bill is passed wIth clean intentions for state development. Bangalore has so much capability to develop and feed new satellite towns. Finishing NICE road to connect whitefield will reduce half the congestion and boost development of suburbans .

Does this means we can now buy agricultural land without the income cap?

yes. up to 108 acres anyone can buy the agricultural land, even without having Agricultural Background(RTC Document).

Thank you msn1270 for confirming. I read a bit more and got the general idea that we can indeed buy agricultural land. Couldnt find where I can get a copy of the official document with the new amendments.
Its been a dream for me to buy some agricultural land in karnataka (either mysore or around or in Udupi and nearby) and settle there after retirement. Love this place too much that I am not sure if I go back to my hometown kerala. Been reading about permaculture and food forestry and I hope to do good in that soon!!

The limit of income under section 78/79 of KLR (land reforms act) was Rs. 50K a couple of decades back; it then became 2 lakhs and remained so for more than 10 years. They made it 25L a couple of years back. This limit of 25L is as good as saying there is no issue as regards these sections of KLR. Govt took the next very logical step of removing any income limit. Congi and some others are protesting. Govt may opt for Ordinance. If there is a hurdle here, they can always increase the limit to 50 L thereby making the KLR toothless/ineffective.
BTW: I have successfully gone thru the process of getting permission from DC u/s 80 to become an agriculturist!
