BBMP Plan sanction

Hi,
I have a site in BBMP area that was earlier under Bommanahalli CMC. Mine is one of the site among 12 sites carved from a converted land with BDA NOC. The khata is for the entire survey number and there is no khata for the individual sites as the Govt had stopped accepting the betterment charges from 2003 onwards. So I only have the khata copy of land of entire layout and not my site. Now, I plan to start the construction and also apply for a loan.

1) Since there is no individual khata, Will BBMP approve the building plan?
2) Do banks provide loan for construction on this site

What are the possible options for me to get the plan approval and loan without the khata.
