House Plan Approval

Recently I enquired on the total cost (fee, hidden items etc') for plan approval for a 2400sq. ft. site. I am told that the total cost would come upto 80K. I am shocked at hearing this. The segregation seem to be like:
20-25K plan approval fees
1% on estimated cost on the plan (introduced in around last 20 days)
8K for permission to have construction material on the road
20-25K as unofficial
All this is excluding the clearance fees for BESCOM, BWSSB etc
This also excludes the draftsmen fees for drawing/printing copies of the plan.

My question:
(1) Is this ture?
(2) Plan approval (as I think) is to ensure the plan adheres to specification and that the BBMP sees no problem with a house getting constructed at the specified plot.
(a) Why should it cost so high for just an approval? Is it not just 1000/- or 2000/- at the most, enough fee for this? I know, You and I can't decide about this but is it not exorbitantly high, for just a plan approval?
(b) What if after the approval I am unable to construct for quite sometime and later the approval expires (in 2 years)? Do I have to go through paying again this huge money again?
(c)Isn't it difficult for salaried people to pay so huge money for just an approval. How can we fight this?
