Which is a better - Set back OR Penthouse deviation

lets see it in a practical & economic way. In bangalore we have to take a calculative risk to buy an apartment.
So, my question is which one is better deal.
1) An apartment with only set back deviation (around 20-30 % overall )
2) An apartment with both set-back & penthouse deviation. When I say penthouse we have other units like GYM, party hall & indoor game
Note: it is really shame on the state of bangalore real estate. Earlier when I make a call to a new launch project, I ask only the price & issuance of OC. Now, I ask whether how they are deviating. Penthouse or just set-back. They happily say they are deviating only in set-back deviation. BBMP should do a mock drive (as a buyer) and cancel those new launch projects on the spot.....
