Apartment registration and due amount

Hi
My flat is 90% complete. The bank has released 80% of the sanction amount and I have paid 90% of my contribution. The builder is hurrying me to register it now itself and saying that the full amount needs to be paid at the time of registration. Spoke to bank, and they are saying that they'll release the full amount at the time of registration. I am not sure if the registration should be or needs to be done before 100% completion. Shouldn't I be withholding some amount until completion so that I am assured of all construction per satisfaction? Please advise what I should say to the builder in such a case and what is the way forward.

Ask him why you should register before completion of all the agreed work ?. Else ask him to finish the pending works on priority within a specified time exclusively for you and then go for registration.

Builders always looks to grab the money first from the customer & take their own sweet time to complete or never completes the pending works to save their pocket. As your home loan is linked to the progress of the construction, my opinion is, let it go in same process. When he completes the full work, he will get his share.

I was out of station for a while. So the current state of construction is this:-
1. All floor tiles have been laid except for the floor of 1 toilet out of 3.
2. Main door is fixed. Other doors are being fixed.
3. Plaster has been done but there were cracks in many places at the joint of the beam and the bricks and that is being fixed now by reapplying cement.
4. One coat of putty has been applied. I can see tiny holes (due to bubbling) though. The supervisor said it is just the first coat and more coats will be applied and the bubbles wont be visible after that.
5. Wiring is being done.

:?: So based on all above, what stage of completion would this be?

:?: Owing to the positioning of the main balcony and the door being glass+aluminium, I want to get it completely grilled for safety. The builder once mentioned something as to he will not allow the elevation to be changed when I said I want that done. I didn't discuss much about it since I don't think he has any say on what I do with my house. Or can he?
