Plot Prices in Kodipalya,Bangalore

Hi friends,
I have shortlisted a property in Kodipalya(Near Kengeri), its not a big layout the developer has converted a small piece of land into 26 sites and selling it.
He says its DC converted A Khata but there is no Approval Plan(The reason he is giving is that plans are approved only for layouts of minimum 10 acres)
It comes under BBMP limits , Hemmigepura Ward.
There is 30 years EC, also few banks have approved loans for some buyers in the same layout.
I have below questions on which i would like to get a clarifications from the experts in this forum:
1) Is it safe to go for this property without a Approval plan if loan is approved from any bank?
2) If the developer has a A Khata for the complete land after a plot from that land is registered to me will that be become a B Khata property by default?
3) Is there any other documents which i need to ask the developer?
Please help me as i am a first time buyer.
