Betterment Charges.

I guess there are many in a situation like i am right now.

I called up few banks, to check if they are giving loans to site that have recently come under BBMP. The answer
was Yes but only if you have BBMP Khata and Betterment Charges Paid

Now my question is BBMP is not collecting Betterment Charges, Does this imply that one would not get loan
to buy such sites?

Will there be any problem in future, like getting approval to build house( as betterment charges not paid).
Who would approve the plan?

What would be the approximate betterment charges to be paid for 1200 sq feet land. Guidance value is 500 psf.

Any bank that would give loan for sites that have BBMP khata but no betterment charges paid.

HI Amit,
I was in the same situation too. I liked a plot on VP approval with DC conversion. this layout is beeter than a BDA layout interms on road, plan etc. when I checked with nearby BBMP office they told me that they can issue B khata ( temporary on some conditions) that is enough for getting bank loans. However, the same office tols me that I can't get the building plan approval from BBMP until I pay the betterment charges as per GO.

So how long one must wait to get the building plan approval. Its not logical at all. You are the owner of the land yet
you dont have the luck to construct your dream house on it.

There are many people in similar helpless situation. Not sure when will govt start collecting betterment charges.

Even the sakrama 2009 is taking a back stage. Govt itself is facing so many internal problems.

Hi Amit,
Have you approached any brokers for sanction, there are many back door methods for getting sanction plan in BBMP, the same way bank loans can be availed from many Pvt banks if you have khata .

hello Praveen,

when you say "if you have khata" and "get plan sanction", I would like to understand a little more in detail.

When betterment charges are not paid, they are not issuing regular khata - only B khata. So for a site with B khata - as per your statement, we can get plan approval.

what are these methods, if you could share with us and how much does it cost. I would very much appreciate this information. We have been waiting for more than 2 years now to start our house construction - and I was told as soon as the election happens, but this election has been dragging longer than a "ganapathi maduve". and even after that, who knows how long they will take to settle down and start getting their act together.

so if it is possible - in a legal way to get this started, i would love to know the ways.

There is no legal way to do this, there will be some risk involved(not the demolition risk),but your broker has to be a good local influenced guy.For bank loans also you need to shed some money (at least twice or thrice the normal ).Most of these things are done by builders with commercial interests.
It all depends on your necessity to build a home.

Praveen and other friends,

Finally the site owner got the B-khata. No betterment charges was collected. ICICI bank is ready to fund
IDBI is one more bank.

I am giving the papers for Legal verification. I spoke to some BBMP official, they said without Betterment
charges Plan cannot be approved. Yes as you say Back Doors are always there but again what if the person
who has approved get transfered? The new person will also look for big bribe.

Best suggestion given to me is just wait.... I dont have money to construct the house right now hence
waiting period of 2 years is very much ok.

Just hoping in 2 years either Govt come up with sakrama or collect the betterment charges.

Hi amit,

look out for more sites in BMP (previous corporation limits i.e without CMC's, TMC and Villages which are now in BBMP) limits, for which you can get loans and u can build. may be u may have to shell out more and u might not get a site next to lake OR go to BMRDA limits where you can get plenty of sites for lesser rate (in next 2 years , atleast these areas will see a marginal development). if you are emotionally attached to the said site, then answer is JUST WAIT.

Lots of Hazzles. Purely my experience.

Buying a BDA plot is running on 100 mts track without any hurdles.

Buying other non BDA plot for me has been like 100 mtrs track, with many hurdles. This not only reduces your pace
but also tests your patience.

If i knew all these things probably i would have stepped back. I am in my final stage.
