Architects fees calculation??

Hi All,
We get architects fees quotes in terms of percentage of total build cost.
How do they calculate this??

Is it the x% of builders estimate?
x% of total expenditure after construction?
or
x% of his own estimate of the project?

Where x is the quoted percentage.

in our case it was x% of the estimated cost of entire construction. the estimated cost used in calculation was the initial estimate made by architect. (the actual cost was much higher than estimate, but he did not factor that in his fees).

There are many models of calculating the architect's fee.
The model that my architect follows is the following:
Number of Iterations (some people are finicky and go for 'n' number of changes)
Complexity of Design
Distance from architects office to the construction/site location
My architects takes the medium/average cost of construction irrespective of the material one uses (whether its red oxide, granite italian marble - it doesn't matter to him). The average cost/sft when I signed agreement with the architect was Rs.1500/sft. If one is building 2000 sft, the cost of basic construction would come to about 30 lakhs.
The architect's fee then would be in the range of 5-6 % the 30 lakhs (Rs. 1.5 -1.8 lakhs depending on the iterations, complexity of design and office distance from site.
The architect's services will include:
All design drawings & site visits at each crucial juncture of construction
Quantity surveyor services (the one who checks if the contractor's claim of using x type material at Y price is reasonable)
Structural Eng services
