Few Queries

Hi Guys,
Firstly, great work to create this forum and something which I was looking for. I am kinda of new so lots of newbie queries ...
I have 2-3 questions as I am not much into real estate.
1) Is buying a under construction flat better or finished better. And around what price difference does it make to buy a under construction flat (lets say 1.5 years from completion).
2) Is it better to buy a plot or flat for 4-5 years investment and I want a safe investment without any legal issues as I might not stay in bangalore.
3) Which is best suggested area to invest for good returns in Bangalore. I kinda of liked the RK township/UPKAR springfields. Also, for flats I am thinking of investing in Mantri Astra in bangalore north. Are they good investments in terms of 4-5 years or any better sugeestions.
4) What is the registration and other charges over the quoted price for land/flat.
5) Is it good time to invest or should I wait and how much has the property price appreciated in Bangalore since recession.
