Jnanakshi layout - RR Nagar - advise needed

Hi, I am looking for an independent house in RR nagar and came across this layout thru' broker. The area is developing with few houses already built and has good access to BHEL layout. Only issue we found was it was all B-Khatha. Broker/owner say that Govt will soon consolidate all Khathas under one name and ongoing A-khatha conversion is fake. Also there is a sewage drain near by (about 120 feet) which I heard smells some days during summer, but broker's counter is they are closing it or putting a pipeline. Rates are around 6500 psf for land and for a 5 year old building they are asking 2000 psf. any idea whether its a reasonable deal near RR nagar given the b-khatha and sewage issues? also what is a good rate for building (per sq ft) if it's built using pillars and interiors done. Can you please advise on the above points?
