non-released sites in BDA approved layout

Dear all,
I have a query regarding non-released sites in BDA approved layout. Iam interested in buying a site in a a bda approved layout. But there is no site available in the currently released (about 60% of total sites) sites by BDA. Now the layout owner is saying that I can book a site in the non-released quota. He asks me to pay 50% of the total cost and make an agreement. When the BDA releases the remaining 40% sites, I can register the site by paying the remaining amount. How risky is this transaction. This layout is the first layout being developed the layout owner and so I do not have any info about his reliability. I went and checked the layout. Currently there are ghat roads and park work is going on. The layout owner says that he will finish this work in 2 months.I need advice on what to do. Can I proceed with the agreement of non-released site ?
