DC converted sites - Betterment charges and Khata

Bangalore Mirror posted an articles saying "One time betterment charges can be paid and BBMP will issue Khata for DC converted sites".

Can anyone please shed more details on this -
1. when will it start execution,
2. how much would the charges be (according to that article, it depends on the size of the plot and increases as the plot size increases),
3. is it for all BBMP areas or just specific ones
4. where can we obtain more information in this regard.
