Site adjacent to BDA layout with NOC

Hello Friends,

I visited a property near BTM layout , it is adjacent site to BDA layout and agent said that this was acquired by BDA but later owner got it back. Looks like owner got NOC from BDA .

When I asked about Katha and other details , agent saying as BDA already completed DC conversion , owner is ready to pay betterment charges and get A-Katha once we agree for the deal .

Is it safe to buy such site , even if owner gets A-katha will SBI gives loan for such sites ?
