BDA site allotment and registration

Recently I was shown a BDA site by the agents and was told that the site, which was auction owned by the owner about 5 years back, has not yet been registered.

I would like to know, is this possible to hold a site without registration ? If so, how long can the allottee wait before registering it ?

Can the owner sell it, in this case ? As a buyer, what are the precautions I need to take if I go for this one ?

Please clarify.
