panchayats don't have any authority to collect betterment charges. only BDA or BBMP can.
one have to wait for akrama / sakrama thing.

Hi All,
Thank you everybody for guiding me. After all the R & D i have learnt few things.
1. There are lots of hurdles buying site, especially if the Sites recently come under BBMP.
2. Even if you get the Khata(B-khata), not many are willing to fund to sites with B-Khata.
3. You would not get approvals to construct house, as the betterment would not be paid.
4. Even though you shellout aprox 18 lakhs or more for 1200 sqfeet land, you still have to wait for Sakrama.
5. Regularizing the site might cost you at least 60 k can go upto 1 lakh. I assume after this one need not pay betterment charges.
The list might continue... Feel free to add if you have any experience.....
After all this if at all any steam is still left, shell out money to build fence to protect from Land Grabbers. Or keep visiting the site once in a week.
