i went to nirman office yesterday but still no sign of a solution.
but am getting emails from other people about this.

hello mr.nadig sir, my name prabhakar rao. i have 30*40 site in nirmanlayout . i also paid rs.56000/- in 1998 and have a passbook number but no site number. i stay in basavanagudi nearby nirman office.and have been there many times. my advice to you ,take seriously,see nirman layout once,in 15 years...
