Allotee must have had a BDA Khata in 1995. If owner is not the original allotee and is a second buyer, he may have a BBMP Khata (A as well as B). If things are not as they seem, do due diligence and verify history of the title of the property, right from the beginning. Better to be safe now, than so...

I think you can. The property will be registered in both names, Khata will be in both names. Banks will give (in fact natl. banks will demand both) loans to both for the property. Of course, either of you will be liable to pay back the loan, in the event of the other not doing so.

One of them was quoting 3,500/sqft and another was quoting 4,200/sqft for sites in the same area (2-3 roads from each other).
