I don't think the concrete wall is capable of withstanding the load of the building. A better option would be to dig all the way to the bottom of the sump and start the column from there. I am not a structural engineer, go with your structural engineer's advice.

4KW power is good enough to run a 3 HP motor. I do not think it is an issue with the power supply. The issue could be with your motor itself. Have you checked the motor for ground? Are you collecting the water to be reused or for percolation? If the water is for reuse, then you can put a tank liner ( plastic sheet ) and collect water. If it is meant for percolation, you can spread some kind of net. You can stitch together vegetable bags ( tomato cheela) and use them.
