One suggestion since you said very novice, please try to visit any friends or know persons houses, finished and in-progress ones too.
this will give you owners views/feedback. Do not entirely depend on Architect alone :D

Yes its good to start because if there is any loose/unsettled layers you will see them more during this season, which means we can fix it too at this stages itself but it might create hard working conditions. Also have you done "soil test" to start excavation & foundation works?

Rajesh for 800 ft 130000/- is reasonable i feel, did you put filter pipes also? for my house @745ft it costed me 120000/- during may2017 without filter pipes.

No idea of costing on cladding, but marble/granite/tiles generally contractors will quote rates for any of these say market standard is 80/90 rs per sft.
hence cost increase or decrease in that will be born/taken by owner
eg:- for 1000 sft builtup area
if we choose 150/- as marble psft price, then ...

Even I'm planning for rooftop, but still long way for me i guess
